Can I use the “Vague” close reason on an answer with no error whatsoever?

Is it possible to use the “Vague” close reason, as it does not specify exactly how the user made the post and ends with “Please clarify what you’re asking and avoid leaving vague and unanswered questions.”
It’s exactly as vague as it gets, and there really is no way of clarifying anything from the answer. The answer was posted over the course of two hours, and I can’t really edit the answer by adding new information.

If the question itself is answerable, then voting to close is definitely appropriate. If it doesn’t add anything to the question then there is no reason to add a close reason.

If it’s not possible to improve the answer, then there is really no way to clarify what you are asking. That’s why vote to close. If it was a link only answer, a comment would still be appropriate.
If you can improve the answer, then do it. In this case, you could comment to request clarification.
